Security vetting in the United Kingdom
In the United Kingdom, government policy requires that staff undergo security vetting in order to gain access to government information. There are several levels of vetting which are related to the impact level of the information; "BPSS" is the baseline for all civil servants, but those with access to secret information may be subject to stricter vetting.
Vetting is intended to assure government bodies that the individual has not been involved in espionage, terrorism, sabotage or actions intended to overthrow or undermine Parliamentary democracy by political, industrial or violent means. It also assures the department that the individual has not been a member of, or associated with, any organisation which has advocated such activities or has demonstrated a lack of reliability through dishonesty, lack of integrity or behaviour. Finally the process assures the department that the individual will not be subject to pressure or improper influence through past behaviour or personal circumstances.〔Hansard, Written answers 15 Dec 1994 (Hansard online )〕
This page reflects the changes to HMG Security Vetting instigated in April 2014.
Vettings are usually carried out by:
* DBS National Security Vetting (NSV), a unit within the Defence Business Services (DBS) organisation of the United Kingdom's Ministry of Defence (MoD).〔(【引用サイトリンク】url=https://www.gov.uk/security-vetting-and-clearance )
* FCO Services.〔(【引用サイトリンク】url=https://www.fcoservices.gov.uk/products-and-services/network-services/uk-government-services/vetting/ )
* Intelligence and security services.
* Office of Civil Nuclear Security.
Four levels of vetting exist:
==Baseline Personnel Security Standard (BPSS)==

The Baseline Personnel Security Standard (BPSS) checks are normally performed when a person is recruited.

  1. Identity

  2. Employment history (past three years)

  3. Nationality and Immigration Status

  4. Criminal record (unspent convictions only)

A BPSS allows
* Access to UK OFFICIAL assets and occasional access to UK SECRET assets
* Required to work in areas where SECRET and TOP SECRET information may be overheard
* Individuals who require access to Public Services Network (PSN)〔
